The U.S. Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), specifically through the National Weather Service’s National Reconditioning Center, has issued a purchase order for the repair of five gearbox planetary differential speed reducers. These units, identified by part number 14636-5003-3 and model number D651229-8X0WS from Winsmith, are to be repaired by Peerless-Winsmith, Inc., the original equipment manufacturer. The need for this sole-source contract arises from a thorough market search, which found no alternative vendors capable of providing the specialized repair services for these specific NEXRAD planetary gearboxes. Extensive research, including searches in the Small Business Administration’s database and GSA’s eLibrary, yielded no small businesses or other entities capable of performing this repair. In addition, a Sources Sought notice posted on the Federal Business Opportunities website received no responses, further justifying the sole-source award to Peerless-Winsmith, Inc. The contract is associated with NAICS code 333612, which covers speed changer, industrial high-speed drive, and gear manufacturing, and is managed by the Department of Commerce office located in Norfolk, VA. The point of contact for this procurement is Adrian M. Hall.
