AI Contract Overview
This solicitation FA8524-26-Q-0002 seeks quotes for depot-level repair services of twelve Pilot Warning Alarm Sets used specifically on TH-1H helicopters, over a one-year period starting from the receipt of assets. These alarm sets are critical, commercial items configured to meet original equipment manufacturer (OEM) specifications without deviation, ensuring compatibility with the TH-1H aircraft rotor and engine RPM detection systems. The contract requires the contractor to perform inspection, testing, repair, reassembly, and timely return of functional units and to manage government-furnished property (GFP) in accordance with detailed technical data and federal acquisition regulations. Performance metrics include a quarterly delivery of a minimum of four repaired units with low incidences of rejection, late delivery, or quality deficiencies. This procurement is a total small business set-aside under NAICS code 336413, administered by the Department of Defense at Robins Air Force Base, Georgia. The contract follows firm-fixed-price terms with FOB origin shipping from the contractor’s facility. Amendments to the solicitation have clarified removal of certain drawing requirements, updated part numbers, and incorporated clauses addressing diversity, equity, and inclusion (DEI) discrimination and compliance with cybersecurity maturity model certification requirements. Evaluation will be based on technical merit, cost/price, and past performance, with an anticipated award without discussions, consistent with a Lowest Price Technically Acceptable approach but allowing for flexibility. The contract stipulates strict compliance with MIL-STD packaging and marking standards for military shipments and requires unique item identification, bar-coded markings, and other traceability measures. Contract administration will be conducted via Wide Area Workflow (WAWF) with payment and invoicing procedures set forth under relevant FAR and DFARS clauses. The solicitation mandates representations and certifications related to business size, socioeconomic status, and defense telecommunications equipment, ensuring transparency and regulatory compliance. Security provisions emphasize safeguarding controlled unclassified and classified information, with no security clearances required for contractor personnel unless accessing classified systems. Electronic submission via WAWF is mandatory with a proposal deadline of May 8, 2026, by 5:00 p.m. EST.
