This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the 65th Contracting Flight at Lajes Field, Terceira, Azores, Portugal, intends to issue solicitation FA448620R0006. This announcement serves as the advance notice for this project. Responses to the synopsis are not required. The North American Industry Classification System (NAICS) code for this acquisition is 237310 - Highway, Street, and Bridge Construction. Work consists of providing all plant labor, materials, tools, equipment, transportation, supervision and personnel necessary to repair all the cracks in asphalt pavements in Apron Foxtrot. The Contractor shall also apply an asphalt rejuvenator. Finally, the Contractor shall also paint all apron Markings as previously existing to the repair. This will be a firm fixed price, purchase order contract. In accordance with FAR 36.204(f), the estimated overall contract magnitude is between $1,000,000 and $5,000,000. The selection will be made using lowest price technically acceptable procedures, in accordance DoD Source Selection Procedures, dated 1 April 2016. The solicitation, as well as all notices and amendments, will be posted to the Government Point of Entry located at https://beta.sam.gov/ and to the Chamber of Commerce of Angra do Hero'smo soon. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference and site visit will be contained in the solicitation package. Potential offerors are responsible for monitoring this procurement for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All notifications and amendments will be disseminated in the same manner as the solicitation. All contractors must be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site https://www.sam.gov. The point of contact for this procurement are the Contract Specialist Mr. Pedro Mendes, pedro.mendes.pt@us.af.mil and the Contracting Officer TSgt Joshua Butterbaugh, joshua.butterbaugh@us.af.mil. These individuals can also be reached by phone at 295 576 492 and 295 571 459, respectively. This contract is to be awarded and performed in Portugal. Therefore, the Government will be requiring a Construction Permit (Alvara de Construcao) to perform construction work in Portugal. Notice to Offerors: Funds are not presently available for this effort. The Government reserves the right to cancel this acquisition, either before or after the closing date. In the event the Government cancels this acquisition, the Government has no obligation to reimburse an offeror for any preparation costs.
