AI Contract Overview
The New York Air National Guard is planning to award a firm fixed-price contract exclusively set aside for small businesses under NAICS code 236220 (Commercial and Institutional Building Construction). The contract entails providing all necessary personnel, equipment, tools, materials, supervision, and transportation to deliver a fully functional small arms range bullet trap that meets or exceeds manufacturer and Department of Defense standards. The work will be performed at the location 6001 East Molloy Rd., Mattydale, NY 13211. The contract includes two optional tasks: the first involves the collection, transportation, and disposal of hazardous waste materials if identified, with all granules requiring replacement; the second option involves installing a lead encapsulation product over approximately 12,000 square feet of concrete flooring. The total construction value is estimated between $250,000 and $500,000, with a contract period of 120 calendar days post-notice to proceed, requiring on-site completion within 15 days to accommodate safety and operational needs. The solicitation is scheduled to be released around May 27, 2026, with a pre-bid conference and site visit tentatively set for June 4, 2026. Interested small business contractors must be registered in SAM.gov to participate. The contract includes strict subcontracting limitations, allowing prime contractors to subcontract no more than 85 percent of the labor portion to subcontractors that are not similarly situated small businesses. The award process will consider the FAR clauses for construction contracts, and the official solicitation documents and amendments will be available exclusively on the government’s Contract Opportunities page on SAM.gov. Contractors are advised to monitor the site regularly for updates and amendments. The point of contact for this solicitation is Briana McCaffery, with secondary contact Richard Peirson, both affiliated with the New York Air National Guard.
