The emergency project is in Humboldt County along State Route (SR) 299 at Post Mile (PM) 13.96 in Humboldt County. Heavy winter rains during winter 2025/2026 caused damage to the highway facility and drainage system due to saturated soils, erosion and earth movement. The downdrain disconnected from the cross culvert, resulting in erosion of the bank and slope under the downdrain as well as the fill prism undermining the embankment and threatening to undermine the roadway. The purpose of the project is to stabilize and restore damaged slope, drainage, and roadway facilities. The project is needed to restore the traveled way and protect the public from imminent safety hazards.
