Repair Storm Damage

Caltrans District 1 Eureka has issued a forecast for an emergency project titled Repair Storm Damage to address critical infrastructure failures on State Route 299 at Post Mile 13.96 in Humboldt County, California. The project is categorized under NAICS code 237310 and was posted on July 15, 2026. The work is necessitated by heavy winter rains from 2025/2026 that caused saturated soils and erosion, leading to the disconnection of a downdrain from a cross culvert. This failure resulted in the erosion of the bank and slope, as well as the undermining of the fill prism and embankment, which currently threatens the stability of the roadway. The primary objective of the project is to stabilize and restore the damaged slope, drainage, and roadway facilities to protect the public from imminent safety hazards and restore the traveled way. Due to the emergency nature of the repairs, a Notice of Exemption was filed on July 14, 2026, citing public resource codes and California Code of Regulations to expedite the work.
