The entire paved area at the Memphis Cotton Classing Facility is in a sever state of disrepair. The surfaces were first paved in 1995. The local weather conditions and continual use of the paved areas have deteriorated the surface to the point of poor drainage and water intrusion to the subbase leading to severe degradation. Money is spent each year on pothole repair only to have the erosion and continual damage spread to new areas. The entire paved area of the Memphis facility must be addressed as a whole to stop the total degradation
