The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and award a firm-fixed price Delivery Order under Basic Ordering Agreement (BOA) N00019-23-G-0001 to ELBITAMERICA, INC., 4700 Marine Creek Pkwy, Fort Worth, TX 76179 on a sole source basis for:  The procurement of repair of items to include:  Integrated Avionics Processor (IAP) under the ELBITAMERICA, INC. BOA.  The Delivery Order is in-scope to the terms of the Basic Contract for procurement and delivery of retrofit and production repairs in support of the V-22 Aircraft. 



This action is being awarded on a sole source basis to ELBITAMERICA, INC. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR Part 6.103-1, “…only one responsible source and no other type of supplies or services will satisfy agency requirements.” ELBITAMERICA, INC. is the Original Equipment Manufacturer (OEM) of the IAP.  The Government does not possess (or cannot provide) the data necessary to perform the required repairs of the items.  Consequently, ELBITAMERICA, Inc. is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort within the required schedule.



The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.103. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
