This notice is for informational purposes only and is not to be construed as a commitment by the Government. The USDA Agriculture Research Service (ARS)/Pacific West Area (PWA) intends to issue a Request for Proposal (RFP) for a firm-fixed price contract for the Plant Germplasm Introduction and Testing Research, Grimes Way, Pullman, Washington 99164, Whitman County. This procurement is a Total Small Business set-aside. The applicable North American Industry Classification System (NAICS) Code is 238290 Other Building Equipment Contractors. The small business size standard is $16.5M. Principal components of the work include: ClIN 0001 Remove and replace existing desiccant dehumidifier (Bry-Air A-15-BS-DX-Q-P) and condensing unit (BRYANT 566B090RCV). Provide and install new desiccant dehumidifier and condensing unit: Innovative Air Technologies IAT-1500RSRE-IDP, Bry-Air VFB�-18-RC-S-E-1500-DXA-HR or equivalent. Properly dispose of old equipment and complete cleanup of construction site. Gray white gasket putty contains 6% Chrysotile asbestos. Green paint located on the dehumidifier unit and ductwork and silver paint located on plumbing associated with the water coils are assumed to be lead-containing. The estimated cost of this project is between $250,000.00 and $500,000.00. This procurement will require a Bid Bond and 100% Performance and Payment Bonds. Public Buildings/Works Contracts wage rates will apply. Solicitation 12905B501R0039 will be posted at beta.sam.gov on or about August 23, 2020. The estimated date for receipt of proposals is September 22, 2020. The solicitation and specifications must be downloaded at the above site. No paper copy of this solicitation or construction drawings will be distributed. System of Awards Management (SAM) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Information on SAM registration can be located at http://www.sam.gov. Payment requests for the anticipated contract must be submitted electronically through the U.S. Department of the Treasury�s Internet Payment Platform (IPP) system. The IPP website is located at https://www.ipp.gov. The contractor must use the IPP website to register access and submit requests for payment. If the contractor is unable to comply with the requirements to use IPP for invoice submission, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal.
