Replace exterior lighting and wiring

The Contractor is required to provide all labor, materials, equipment, and supervision to replace outdated exterior electrical wiring and old outdoor light fixtures at the USDA APHIS facility in Reynosa, Tamaulipas, Mexico, with the goal of restoring reliable power supply and illumination to the facility’s exterior areas. Key deliverables include the removal and replacement of 500 meters of damaged aerial cable at 9.5 meters in height with new Type 2+1 Figure-8 aluminum cable, installation of 100W light fixtures on existing 9-meter high arm poles with mounting hardware, and the supply, installation, and testing of 10-gauge and 12-gauge copper/aluminum conductors at 9 meters. All work must comply with National Electrical Code standards for weather-sealed connections, use Burndy USD aluminum connectors, apply anti-corrosion paste to all connections, and adhere to OSHA and USDA safety regulations including lockout/tagout and fall protection. The contract is a firm-fixed price construction purchase order to be awarded on Standard Form 1442, with performance required within 30 business days of the Notice to Proceed. This solicitation is a Total Small Business Set-Aside under NAICS code 238210, and only small businesses registered in the System for Award Management (SAM) are eligible to respond. The acquisition is conducted under FAR Part 12 as a commercial item procurement, evaluated using the lowest price, technically acceptable approach, where only the lowest-priced offer deemed technically acceptable and responsible will be considered for award.
