Replace greenhouse lighting

The USDA-APHIS Forest Methods Pest Laboratory in Buzzards Bay, Massachusetts, is seeking to replace existing halogen lighting in its 15’ x 26’ air-conditioned greenhouse with a custom full-coverage LED lighting system featuring dimmable controls and manual, non-motorized pulley-based height adjustment. The installation requires a rigid frame and rail system suspended approximately 10.4 feet above the floor from which the LED fixtures will hang, allowing precise positioning over each growing table, including accommodations for overlapping heaters. The project is structured as a combined synopsis and solicitation for commercial items under a Total Small Business Set-Aside, limited to qualified small businesses under NAICS code 238210. Proposals must be submitted via email to the point of contact, Jim Roloff, by August 11, 2026, at 1 p.m. ET, with the solicitation number included in the subject line. A site visit is scheduled for July 28, 2026, and all questions must be submitted by August 4, 2026. The acquisition follows a lowest price, technically acceptable (LPTA) evaluation methodology, meaning only the lowest-priced offer that meets all technical and performance requirements will be considered for award. Offerors must demonstrate technical acceptability through a comprehensive proposal that includes relevant experience and verified past performance with references containing contract numbers, project details, completion dates, and contact information. Technical failure to meet requirements such as manual pulley adjustability, full-coverage illumination, or correct rail height will result in disqualification.
