This total small business set-aside contract covers over 1 million square feet across six primary buildings—Acquisition, Command, Commons, Operations, Lab, and Warehouse—as well as a fire pump house and tank. The scope of work includes inspecting and repairing EPDM roofing systems, resetting lightning protection aerials, sealing cracks in concrete foundation walls greater than 1/16-inch, and repairing or replacing gutters. The project is expected to have a total task order duration of 560 calendar days from the notice to proceed. Due to the secure nature of the facility, stringent security requirements are in place: all contract employees must be U.S. citizens with security clearances verifiable in the Defense Information System for Security (DISS), and the contractor must maintain a valid Facility Security Clearance. If personnel lack the necessary clearance, the contractor is responsible for providing escorts at their own expense. BEYOND Phase 2
Solicitation # 697DCK-26-R-00423
Screening Information Request 697DCK-26-R-00423 is a competitive selection process for the BEYOND Phase 2 program, supporting the Federal Aviation Administration's Unmanned Aircraft Systems and Advanced Air Mobility Integration Office. The program aims to address challenges in Unmanned Aircraft Systems integration, specifically focusing on bigger, higher, and farther operations. The FAA intends to award up to eight Other Transaction Agreements (OTAs) to State, Local, Tribal, or Territorial governments. This process is not a standard procurement contract and provides no FAA funding, meaning each party is responsible for its own costs. The period of performance for awarded OTAs begins on the date of award and terminates on September 30, 2028. The program is structured around four programmatic focus areas: infrastructure, scalability, safety, and automation, as well as five operational focus areas including public safety, controlled airspace, remote rural areas, on-airport operations, and cross-border operations. Selection is based on a two-step evaluation consisting of a pass/fail eligibility check and a holistic technical evaluation of the Technical Submission Package. Key evaluation factors include plan specificity, partnership clarity, innovation, and alignment with FAA priority and mission. Eligible offerors must maintain active registration in the System for Award Management (SAM) and include their Unique Entity Identifier in their proposal. Proposals must be submitted as a single PDF file not exceeding 26 pages. Following two amendments, the final proposal due date has been extended to October 9, 2026, at 3:00 pm ET. Submissions must be sent via email to the designated Contracting Officer and Contract Specialist.
