This contract involves the repair and replacement of approximately 26,000 linear feet of aging 1950s-era piping, valves, and fire hydrants at Laughlin Air Force Base in Del Rio, Texas. The project follows a Design-Bid-Build approach, requiring 100% design plans followed by the provision of all labor, equipment, and materials needed to excavate and replace the water infrastructure throughout various specified locations on the base. The existing system, primarily composed of cast-iron pipes with a typical 50-year lifespan, is severely deteriorated due to corrosion, resulting in frequent leaks, degraded water quality, and increased risks of contamination that threaten health and operational readiness. The project aims to restore a reliable water supply capable of meeting normal, peak, and emergency demands while supporting the broader Installation Development Plan. The anticipated contract value ranges between $5 million and $10 million, with a firm-fixed-price award expected following a public bid process. The solicitation was scheduled for release in mid-June 2019, with bids due in mid-July and contract award by mid-August. The project completion timeline is estimated at 12 months from the Notice to Proceed. The contract is set aside for small businesses under the NAICS code 237110 (Water and Sewer Line and Related Structures Construction). All solicitation documents and amendments are available exclusively online, with mandatory registration on the FedBizOpps and SAM.gov websites. The contract specialists and contracting officers managing the procurement are based in Fort Worth, Texas, and contractors are responsible for regularly monitoring the federal websites for updates.

This Invitation for Bids (IFB) is a Design-Bid-Build (DBB) for repair and replace approximately 26,000 LF of vintage 1950's piping, valves and hydrants, located at Laughlin Air Force Base (AFB), Del Rio, TX. The objective of this project is to provide 100% Design plans to repair and replace approximately 26,000 LF of vintage 1950's piping, valves and hydrants. Provide all labor, equipment and materials to excavate and replace water mains, valves, and fire hydrants base wide. The affected water mains are located next to Liberty Drive from the Main Gate to Indiana Ave; Second St from Bldg 414 to Indiana Ave; Fourth St from Arkansas Ave to Indiana Ave; Fifth St; Sixth St; Seventh St; Arkansas Ave from Fourth St to Iowa St; Kansas Ave; Arizona Ave; Colorado Ave from Bowling St to Liberty Dr; Laughlin Dr from Ribas-Dominicci Circle to Second St; Arnold Blvd from Ribas-Dominicci Circle to Fourth St; Mitchell Blvd from Ribas-Dominicci Circle to Hall St; Indiana Ave; Yucca Ln; and the line that extends from the intersection of Arnold Blvd and Second St to the flight line. A reliable, complete and usable water source during normal, peak and emergency conditions that is not susceptible to leaks that introduce pathways for external contaminants, including pathogens and harmful chemicals, which increase health risks, compromise water quality, and degrade the Base mission. In 1952, the water system composed of bell-and-spigot cast-iron piping was installed. Cast-iron pipe has a life expectancy of 50 years according to the AFCEC database for utility-component life-expectancy. The existing water distribution continues to deteriorate due to internal and external corrosion. The soil resistivity is moderate in more than 50% of this area, which is an indicator of an externally corrosive environment. The water system has exceeded its design life, which increases the frequency of leaks, taste and odor problems, customer complaints, and disinfectant demands due to the presence of corrosion byproducts. This project supports the Laughlin AFB Installation Development Plan by providing a reliable water source during normal, peak and emergency conditions. If not funded, the aging infrastructure would continue to need repairs. In addition, aging mains are susceptible to leaks that introduce pathways for external contaminants, including pathogens and harmful chemicals, which increase health risks, compromise water quality, and degrade the Base mission. DFARS 236.204 Disclosure of the magnitude of construction project (ii) between $5,000,000 and $10,000,000 The IFB is anticipated to be issued on or about 14 June 2019, and bids due on or about 14 July 2019. SPECIAL NOTICE: Akeroyd Blood Donor Center - Joint Base San Antonio - VIRTUAL INDUSTRY DAY
Solicitation # PANSWD-26-P-0000031412
The U.S. Army Corps of Engineers Fort Worth District, in support of the Defense Health Agency, is planning the construction of the Akeroyd Blood Donor Center at Joint Base San Antonio, Fort Sam Houston, Texas. This project will be executed as a Progressive Design-Build (PDB) effort under Other Transaction Authority (OTA) pursuant to 10 U.S.C. 2808a, meaning it is not subject to the Federal Acquisition Regulation. The scope involves the creation of a 15,750 gross square foot facility designed to support 60 to 80 daily blood donations, featuring specialized areas for reception, screening, donation, recovery, processing, testing, shipping, and administration. Key technical requirements include the installation of a 750-kW generator for critical systems and a design that maintains separate flows for visitors and staff. The project has a programmed amount of 39.5 million dollars, with a construction cost limitation of approximately 33.97 million dollars and a proposed performance period of 730 calendar days from the notice to proceed. The acquisition strategy utilizes a streamlined, two-step competitive selection process focused on a holistic, most qualified best-value assessment rather than the lowest price. First, interested firms must submit a qualifications-based white paper detailing corporate experience with similar integrated acquisition strategies, key personnel qualifications, and an understanding of the PDB process. Up to three finalists will then be invited to mandatory one-on-one pitch meetings to evaluate their collaborative capabilities, technical expertise, and agility in problem-solving. To be eligible, offerors must maintain active registration in SAM.gov, possess a Unique Entity Identifier, and provide confirmation of their status as a Non-Traditional Defense Contractor. The official solicitation is anticipated for release in December 2026, with a target contract award date in June 2027.
