This solicitation was for a construction project at Wright Patterson Air Force Base in Ohio, specifically to replace the window system on Facility 30013 as part of Phase 3 of the effort. The work involved removing existing window assemblies on the north and west elevations and installing new aluminum sash, insulated glass storefront and curtainwall window assemblies with structural supports, complying with current building codes for wind loading. The project was valued between $500,000 and $1,000,000, significantly lower than earlier estimates. It required expertise in historic preservation due to the building’s historic status and oversight by the State Historic Preservation Office (SHPO), and was restricted to 8(a) Region V companies under NAICS code 238150. The performance period was set for 180 days, and proposals were to be submitted by September 2009. Despite multiple amendments and updates, including revised drawings and wage decisions, the solicitation was ultimately canceled in January 2010 due to lack of available funds, with no contract awarded. The agency did not release any proposal information, such as pricing or past performance. Contractors were required to be registered in the Central Contractor Registration system and able to secure bonding. The solicitation process included a site visit, a requirement for sealed proposals, and the stipulation that debarred or suspended entities were ineligible. The project fell under the WPAFB Construction Contracting program and was managed by contracting officers based at Wright Patterson AFB.
