Replacement and Installation of Oxygen Controllers and Sensors

The Town of Glastonbury is soliciting bids for the replacement, purchase, and installation of dissolved oxygen controllers, sensors, and mounting hardware at the Wastewater Treatment Facility located at 2149 Main Street in Glastonbury, Connecticut. The scope of work requires the delivery and installation of three digital/analog controllers with predictive diagnostic software, six luminescent dissolved oxygen sensors with probes and cables, and six sets of mounting hardware. While Hach Company of Loveland, Colorado is the preferred manufacturer, other manufacturers meeting or exceeding the technical specifications are acceptable. All equipment must meet rigorous safety and communication standards, including Class 1, Div 2 hazardous location ratings and various international certifications such as CSA/NRTL, FM, and CE. Bids must be submitted electronically via the Bonfire e-Procurement portal by October 6, 2026, at 11:00 A.M. The award will be based on the lowest qualified responsive bidder, with evaluations considering technical specifications, bidder qualifications, and past performance references. Required submission components include a bid bond for 10% of the total bid amount, a non-collusion affidavit, and a certificate of compliance with Connecticut General Statute Section 31-57b. Successful bidders must provide 100% performance and payment bonds and maintain insurance naming the Town of Glastonbury and the State of Connecticut as additional insureds. All contract work must be completed by June 30, 2027, and must comply with Connecticut prevailing wage laws and federal OSHA safety standards.
