AI Contract Overview
The National Oceanic and Atmospheric Administration (NOAA) intends to award a sole-source, firm fixed price purchase order to Fondriest Environmental, Inc., for the acquisition of critical spare and replacement components to sustain the operational integrity of the Chesapeake Bay Interpretive Buoy System (CBIBS). This requirement stems from the harsh environmental conditions in the Chesapeake Bay, which frequently cause equipment failures; maintaining a stock of high-failure-rate parts is essential to minimize system downtime and ensure continuous data collection. The specific deliverables include six cable adapters, six 71-watt solar panels, two buoy hulls, and one inertial wave sensor—all designated by specific Fondriest part numbers and tailored for compatibility with the NexSens CB-1250 buoys. The contract will have a 30-day performance period following award, with delivery expected within thirty days of order placement, and the place of performance is Silver Spring, Maryland. Although the total contract value is not disclosed, the procurement is structured as a firm fixed price arrangement with no options or ranges specified. This procurement is designated as a Total Small Business Set-Aside under FAR 19.5 and falls under NAICS code 334511, indicating a focus on supporting small businesses in the manufacturing of communications equipment. A presolicitation notice has been issued, with no formal solicitation documents available, and the government is not seeking competitive bids at this stage. Instead, interested parties are required to submit a capabilities statement via email by 1:00 p.m. Eastern Time on Saturday, July 11, 2026, to two designated NOAA points of contact. The submission must be in Microsoft Word or Adobe PDF format, under 20 MB in total size, and include detailed technical data, cost information, and clear evidence of the firm’s ability to meet the requirement—all formatted with the exact subject line: “143013-26-0018 - CBIBS Replacement Components”. Responses that merely request clarification or documentation without demonstrating capability will not be accepted. The government retains full discretion to determine whether to proceed with sole source award or open the requirement to competition based solely on the capabilities statements received.

PRESOLICITATION NOTICE
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award, on a sole source basis, under the authority of 41 U.S.C. 1901 and RFO FAR 12.102(a), a firm fixed price purchase order to Fondriest Enviornmental, Inc., for the purchase of multiple spare and replacement parts used to support the operations of the Chesapeake Bay Interpretive Buoy system (CBIBS). This contract is expected to have a period of performance of 30 days after the award date. Buoys deployed in the harsh environment of the Chesapeake Bay are prone to failure. The ability to prepare for repairs by maintaining a reasonable stock of high failure components will result in less system downtime, and a consistent data record for each buoy location. A small business set aside is anticipated to be used for this sole source requirement. The associated NAICS code is 334511.
This notice of intent is not a request for competitive proposals and no solicitation documents exist for the requirement. Sources interested in responding to this notice are required to submit a capabilities statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capabilities statements received by the due date of this notice will be considered by the Government.
A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
Capabilities statements are due no later than Saturday, July 11, 2026, by 1300 Eastern Time. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “143013-26-0018 - CBIBS Replacement Components”. To ensure your response along with any and all attachments are received, attachment(s) must be less than 20 MB [in total]. It is the responsibility of the offeror to contact the government to confirm receipt prior to the offer due date and time. Capabilities statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following POCs:
