The Delaware Air National Guard, located in New Castle, DE, intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract replace the existing DDC system with a complete turn-key Energy Management & Control System (EMCS) (also known as a Building Automation System (BAS)). The goal of the EMCS is to provide the facility manager with a seamless means to easily access and store the current and historical performance of each building as a whole, and its significant energy consuming systems and components individually. The contractor shall install a new BAS that is durable, reliable and economical and meets all requirements of the Department of Defense (DoD), Air Force (AF) and National Guard Bureau (NGB). This project includes replacement of all existing Alerton controllers as well as integration of the existing energy meters (gas, electric and solar). In addition to a base price for the work describe above the solicitation includes Government Options for this project. 1. Building 2815: 2. Building 2816: 3. Building 2822: 4. Temperature Sensors: 5. Magnitude of the project is between $1,000,000 and $5,000,000. Construction/contract completion time is 365 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 238990. This is a total small business set-aside. The small business size standard is $15 million average annual revenue for the previous three years. Your attention is directed to FAR CLAUSE 52.219-14 (c) (3) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on or about 17 April 2019. The date for the site visit will be identified within the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. The solicitation closing date is scheduled for on-or-about 17 May 2019. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Technical, Past Performance and Price.
