Solicitation # 5P468-26-0234/A
Parks Canada Agency is soliciting bids for the removal of the existing signal mast and the supply and installation of a new signal mast atop Cabot Tower at the Signal Hill National Historic Site in St. John's, Newfoundland and Labrador. The project also includes rooftop equipment repairs and must be completed by March 31, 2027, with work scheduled to occur during the off-season when the tower is closed. Bidders are encouraged to attend an optional site visit on October 14, 2026, and must adhere to strict submission guidelines, providing bids via email or fax by October 22, 2026. Submissions must follow a two-part procedure, separating the Indigenous Participation Plan from the Bid and Acceptance Form. The contract award will be based on a weighted evaluation consisting of 90% price and 10% for the Indigenous Participation Plan, which emphasizes the use of Indigenous people and businesses from the contract area. The selected contractor must comply with the National Park Act, provide a comprehensive Health and Safety Plan, and submit proof of workers' compensation clearance with each payment application. Technical requirements are governed by specific project drawings and specifications, with a strong emphasis on the quality of new materials and the proper preservation and storage of metal elements. Contract administration is managed by Ryan Jones, and the agreement incorporates standard construction service clauses regarding payment, protective measures, and dispute resolution.
