The contract involves the replacement of roofing and siding, as well as painting Building 42 at the USDA ARS Facility in Starkville, Mississippi. The scope of work is limited to the areas that are repaired under this contract, with the application of a top coat only on those specific repaired sections once primed. The roofing deck is constructed of rubber EPDM and features slopes directed north and south, likely achieved with ISO board insulation, consistent with industry standards for this type of modular building. The project emphasizes small business participation under a set-aside program, with a total project value estimated between $100,000 and $250,000, and requires prospective contractors to be registered in the SAM system. Power supply considerations include the USDA providing minimal power, such as 15-amp, 120-volt outlets, while larger electrical loads would necessitate the contractor supplying a generator, especially for 220-volt or 20-amp 120-volt requirements. Staging areas are available both inside the fenced site and outside, offering flexibility for equipment and material storage. The solicitation, posted in January 2025, encourages small businesses to respond by the deadline and provides contact details for further inquiries.

A1: Only the areas that are repaired under this contract. Q2: Can I use Mule-Hide PVC product as an accepted equal PVC product? A2: This appears to be equivelant and thus acceptable. Q3: What is the existing deck of the roof ? Concrete, Metal, etc. ? Is the Deck sloped ? A3: Rubber EPDM rubber. Its is slopped to the north from half way of the building and slopped to the south from half way of the building. The Building in question is a double wide modular structure. Whatever is the industry standard for this type of building is what I would assume this deck is made of. The deck is presently sloped, but that could very well have been accomplished with the ISO board insulation. Q4: Where will there be a staging area inside the fenced area or outside ? A4: Yes there is a large open lay down area inside the fence, also outside the fence if they want to use outside area. Q5: Will power be provided by the USDA or will the contractor have to supply a generator ? A5: We can supply power with just a had full of 15 amp, 120 volt. Larger loads 220 volt and 20 amp 120 volt would be easier with contractor supplied generator. A.
