Replacing obsolete lubrication system 1247D Ro-Flo compressors

NASA Shared Services Center is procuring a replacement for obsolete lubrication systems on Ro-Flo Model 23D rotary sliding vane compressors at Langley Research Center’s Hypersonic/Supersonic Test Facility in Hampton, Virginia, under a sole source contract authorized under FAR 12.102(a) and designated as an 8(a) Sole Source set-aside for THE SLOAN BROTHERS CO. The acquisition falls under NAICS Code 333914 and will be conducted using the commercial items procedures outlined in FAR Part 12. The scope requires the delivery and commissioning of eight complete multi-feed lubrication pump packages—four left-hand and four right-hand drive assemblies—along with eight high-precision drive sheaves, a full set of inline fluid flow alert switches with normally closed contacts, four five-gallon corrosion-resistant overhead lubricant tanks, comprehensive installation kits constructed of 316 stainless steel tubing and fittings, detailed physical and digital documentation including schematics and torque specifications, and on-site support from a factory-trained technician to perform installation inspection, line bleeding, drive sheave alignment, feed rate calibration, and witness testing of the NC fail-safe shutdown loops. All components must be compatible with MIL-PRF-17331 (2190 TEP) lubricant, and the contractor must provide a minimum one-year manufacturer warranty from final government acceptance. The period of performance runs from July 1, 2026, to December 31, 2026.
