REQUEST FOR PROPOSALSINTRODUCTION:The City and County of Butte-Silver Bow (City-County) is requesting proposals for development of vacant property located in the Spolar Addition in Butte, Montana, legally described as:Mammoth Drive – Spolar Addition, Section 36, T3N, R8W, Block 2, Butte-Silver Bow, MT Parcel No. 0000027010OBJECTIVE:The objective of this request for proposals is to offer the above-described vacant property for private development, use, and ownership. In achieving this objective, the Commission expects to secure property-related benefits in their efforts to economically revitalize the Spolar Addition of Butte-Silver Bow, Montana. The property described herein is offered to meet these objectives and promote such development. This request for proposals is being made under Butte-Silver Bow Council Ordinance No. 82. The Commission will entertain a variety of development proposals. The development should be consistent with the City-County of Butte-Silver Bow’s Comprehensive Plan and Housing Plan. This above-described vacant property is in one of the areas that the Comprehensive Plan indicates would be appropriate for further residential development (page 88, Map 3-7). Butte-Silver Bow’s construction of new housing units has not kept pace with its need for housing and has been outpaced by other Montana cities (pg. 32, Table 2-2). One of the objectives indicated in the Headwaters RC&D Comprehensive Economic Development Strategy Action Plan is to “encourage affordable housing (pg. 33).” New residential development is especially important because the age of Butte-Silver Bow’s housing is an area of concern with nearly 38% of homes built in 1939 or earlier and more than three-quarters of the housing stock built over 40 years ago (pg. 35, Table 2-5). The Comprehensive Plan explains that housing development in Butte Silver-Bow should be encouraged because there has been a “lack of any significant housing construction” in the community in recent years.Link to Comprehensive Plan: co.silverbow.mt.us/DocumentCenter/View/20211/Butte-Silver-Bow-Comprehensive-Plan-Final?bidId=The number one goal of the Butte-Silver Bow Housing Plan is to increase the number of housing units available in Butte-Silver Bow Count, Montana, by 2,000 units by 2024. Strategy 3 of the Housing Plan is to pursue partnerships with developers, housing agencies, and nonprofits to develop more housing opportunities and partner with local developers and property owners to stay in touch with local needs, networks, and connections regarding development opportunities.Link to Housing Plan: BSB-Housing-Strategic-Plan---Final-Draft-2023-1220Based on the Comprehensive and Housing Plans cited above, a response to this request must propose residential development. The quality and viability of the proposed development plan, including representation of the anticipated benefits to the City-County, consistent with its Comprehensive
