Request for Application: Community Restoration Evaluators

The Oregon Health Authority Behavioral Health Division is seeking licensed and certified psychologists to serve as Forensic Competency Evaluators for the Community Restoration Evaluation Unit. The primary objective is to conduct forensic competency evaluations under Oregon Revised Statute 161.370 to determine if defendants court-ordered to Community Restoration have regained the psychological capacity to assist in their defense. Evaluators will primarily perform 90 and 180-day evaluations, which involve reviewing case materials such as court orders and medical records, providing court support, and adhering to American Psychological Association and OAR [phone hidden] reporting standards. This procurement utilizes a two-tier structure consisting of a non-negotiable Price Agreement and individual Work Order Contracts for each assigned evaluation. OHA intends to establish agreements with approximately 10 to 15 evaluators for a one-year period, selecting candidates who score above 25 points based on their experience, report history, and ability to travel statewide. Compensation is tiered by experience: 190 dollars per hour for 0-7 years, 200 dollars per hour for 8-15 years, and 220 dollars per hour for 16 or more years, with a general monthly cap of 80 hours. Required qualifications include an Oregon psychologist license, OHA forensic evaluator certification, and the completion of annual background checks and drug screenings. All providers must comply with HIPAA confidentiality, the Oregon False Claims Act, and non-discrimination statutes.
