Request for Applications (RFA) for lead-based paint remediation services.

The Oregon Health Authority Public Health Division is seeking certified providers for lead-based paint risk assessment and remediation services under solicitation S-44300-00013845. This open-market solicitation aims to establish multiple Price Agreements for three specific disciplines: Lead Risk Assessment, Lead Abatement and Hazard Control, and Clearance Examiner Services. To prevent conflicts of interest, contractors are prohibited from providing both risk assessment and abatement, or abatement and clearance services, on the same project. The resulting Price Agreements will have an initial term of two years, with options to renew for up to ten years, with actual work assigned on an as-needed basis through individual Work Order Contracts. Qualified applicants must possess current OHA certifications for their respective disciplines, as well as all applicable federal, state, and local licenses, including Oregon Construction Contractors Board licensing. Performance must adhere to HUD, EPA, OSHA, and OHA standards, with specific requirements for X-ray fluorescence equipment and the use of NLLAP accredited laboratories. The selection process focuses on minimum qualifications and responsibility, with Work Order Contracts awarded based on past performance or on a rotating basis.
