The US Army Armaments Research Development and Engineering Center (ARDEC) at Picatinny Arsenal, New Jersey, has partnered with InSitech, a New Jersey-based non-profit corporation, to facilitate an Enhanced Use Leasing Initiative aimed at developing 120 acres and approximately 100,000 square feet of non-excess facility space on the military installation. The objective is to lease this property to InSitech, which will then sublease it to developers or development teams at fair market value. The envisioned development will transform the site into a Hi-Tech/University Park featuring commercial laboratories, educational and training facilities, light manufacturing, and administrative spaces that align with and complement Picatinny Arsenal's mission. This initiative seeks to foster collaboration between government, academia, and the private sector to promote technology transfer, enhance Picatinny’s mission capabilities, and stimulate economic growth in Morris County and New Jersey. InSitech is soliciting developer applications to plan, design, and develop this site, with a competitive selection process culminating in a Conditional Notice of Lease Award pending Army approval. Selected developers will work with InSitech and the Army to create a Business and Lease Plan, with no financial obligation or liability borne by the Army, Picatinny, or InSitech for any preliminary work. The development is intended to capitalize on Picatinny's valuable real and intellectual property assets and the local business environment to create a model military base redevelopment. Applications were made available starting April 2, 2004, with a submission deadline of April 23, 2004, requiring physical delivery of six copies to InSitech’s designated address, while electronic or fax submissions were not accepted.
