Request for Feedback from Potential Offerors for Competitive Solicitation W31P4Q-17-R-0024 for the acquisition of Advanced Subscale Aerial Platform and Services (ASAP) The Army Contracting Command-Redstone issued a full and open, competitive solicitation for the procurement for aerial targets, launchers and various support equipment from 15 Mar 2017 to 17 Apr 2017. This solicitation was subsequently transferred to the Army Contracting Command-Orlando prior to award of the contract. Market research indicated multiple potential offers expressed an interest in this acquisition, but upon the closing of the solicitation, only one offer was received for this solicitation. Therefore, in accordance with the Defense Federal Acquisition Regulation Supplement (DFARS) 215.371-2 Promote Competition and Procedures, Guidance and Information (PGI) 215.371-2 Promote Competition, the Government is seeking feedback from potential offerors why an offer was not submitted in response to the solicitation. The feedback will be considered on future competitive requirements to overcome barriers on competition.
