Key personnel requirements include a Construction Executive with 15 years of experience and professional certification, along with Senior Construction Managers and other specialists, each requiring resumes no longer than two pages and signed commitment letters. Offerors must represent their size status under NAICS 541330 with a $25.5 million revenue threshold, and must provide UEI and CAGE codes.
