NAVFAC Washington is seeking industry feedback on a draft Statement of Work, evaluation criteria, and pricing structure for a potential future Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to procure Construction Manager as Advisor (CMa) services. The anticipated contract will support the full lifecycle of construction projects across NAVFAC Washington’s Area of Responsibility, including installations in Washington, D.C., Bethesda, Maryland, and Annapolis, Maryland. Services will encompass program and project management, cost and schedule control, risk management, earned value reporting compliant with EIA-748, configuration management, and technical advisory support during acquisition, construction, and closeout phases, without assuming liability for design or construction defects. Evaluation for any future solicitation will follow a trade-off process with five equally weighted factors: Management Approach, Key Personnel, Experience, Safety, and Past Performance, all of which will be balanced equally against price; no Lowest Price Technically Acceptable (LPTA) approach will be used. Key personnel requirements include a Construction Executive with 15 years of experience and professional certification, along with Senior Construction Managers and other specialists, each requiring resumes no longer than two pages and signed commitment letters. Offerors must represent their size status under NAICS 541330 with a $25.5 million revenue threshold, and must provide UEI and CAGE codes. Safety evaluations require submission of EMR, DART, and TRC rates or explicit justification for non-submission. Past performance must be documented via CPARS or completed questionnaires if formal evaluations are unavailable. The CMa will operate strictly in an advisory role, prohibited from direct contractor communication, dispute resolution, or issuing binding instructions, and must comply with stringent security protocols, personnel orientation requirements, and confidentiality obligations.
