The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston issued a Request for Information and Demonstration seeking commercial off-the-shelf airborne radio frequency direction finding antenna systems. The goal is to identify systems capable of passively determining a line of bearing to an RF energy source within a frequency range of 20 MHz to at least 1300 MHz, ideally extending to 2700 MHz. The system must meet stringent physical and environmental requirements, including a maximum weight of 17 pounds, size not exceeding 19.5 inches in diameter and 6 inches in height, and operational capability in varied temperatures from 0ºC to +50ºC, as well as non-operational temperatures from -40ºC to +60ºC. It should function at altitudes up to 28,000 feet, handle shock and vibration levels specified by military standards, and resist radio frequency interference conforming to MIL-STD 461E. The demonstration criteria require suppliers to prove the system’s accuracy with a bearing error within 0-15 degrees RMS and the ability to resolve lines of bearing from 24 out of 25 random signals within a minimum duration of 2.5 seconds from any direction. SPAWARSYSCEN Charleston emphasizes the need for solutions that are operational on airborne platforms or easily adaptable to such environments. Responses should include detailed system information and three printed copies, submitted by 29 September 2006. This request is strictly for market research and does not constitute a solicitation or an intent to award a contract or pay for submissions. Questions regarding the solicitation are to be directed to designated government contacts via email.

Request for Information and Demonstration – Airborne RF Direction Finding System – Due 29 September 2006. The Space and Naval Warfare Systems Center (SPAWARSYSCEN), Charleston is seeking information on and demonstrations of commercial off-the-shelf (COTS) airborne direction finding antenna systems. Concept is a system that shall passively determine a line of bearing (LOB) to a radio frequency (RF) energy source in the 20 MHz to 1300 Mhz range at a minimum but ideally up to 2700 MHz. Physical limitations of energy sensing device is that its weight not exceed 17 pounds. Its size not to exceed 19.5 inches in diameter and 6 inches in height. The system shall withstand operating temperatures from 0ºC to +50ºC (zero degrees C to plus fifty degrees C). The system shall withstand non-operating temperatures from -40ºC to +60ºC. (minus forty degrees C to plus 60 degrees C) The system shall withstand non-condensing humidity from 5 % to 95%. (five percent to ninety-five percent). The system shall operate from sea level to 28,000 feet. The system shall operate with shocks to 2.5g, 11ms, ½ sine (two point five g, eleven ms, one-half sine). The system shall withstand non-operating shocks to 10g, 11ms, ½ sine. (ten g, eleven ms, one-half sine). The system shall withstand operating vibrations up to 2 grms, 5-500 Hz random sinusoidal. The system shall be resistant to externally generated radio frequency interference (RFI) IAW with MIL-STD 461E, tests CE102, CE106, CS101, CS103, CS114, CS115, CS116, RE102, and RS103. Supplier shall be able to demonstrate system operational capability within an accuracy of 0-15 degrees RMS of the true relative bearing of the test signals. Demonstration to include resolving a LOB from 24 of 25 random signals (random frequency, signal strength and LOB); no less than 2.5 seconds duration from any direction. Test location, environment, and conditions will be at the discretion of SPAWAR Charleston. SPAWARSYSCEN Charleston is only interested in information on devices that are currently available on airborne platforms, or easily adaptable to the airborne environments. Responses to this RFI should be e-mailed to Antonio P. Morga (e-mail: contact@example.gov, phone: +1 (555) 000-0000) or mailed to: SPAWARSYSCEN Charleston, Attn: Code 713AM, P.O. Box 190022, N. Charleston, SC, 29419-9022. Please provide three (3) copies of any printed material. This request for information and demonstration is for market research purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on the basis of this RFI & D or otherwise pay for the information solicited. E-mail your non-technical questions to the Contract Specialist at contact@example.gov.

Solicitation # N65236-26-RFPREQ-LSUBP00080-0002
The Naval Information Warfare Center, Atlantic (NIWC Atlantic) is conducting a market survey for a contract to provide Electromagnetic Environmental Effects (E3) Test, Evaluation, Training, and Range Services in support of C6ISR Systems. The anticipated scope of work includes testing electromagnetic radiation and spectrum effects, supporting the TEMPEST Program and Protected Distribution Systems inspections, and performing environmental testing such as shock, vibration, altitude, and temperature/humidity. The effort is aligned with the Navy's Information Dominance Roadmap for Electromagnetic Spectrum Usage and the Secretary of Defense's Electromagnetic Spectrum Superiority Strategy. The primary place of performance is at NIWC Atlantic, with potential travel to various CONUS and OCONUS locations. The government anticipates a five-year ordering period with an estimated value between 10 million and 50 million dollars, utilizing approximately 15 full-time equivalents per year. The contract is expected to be a firm-fixed price type for labor and calibration, with cost-reimbursement for materials and travel. Key requirements include adherence to IEEE 149 antenna test procedures, strict cybersecurity compliance, and the use of the DoD Wide Area Work Flow for invoicing. Contractors must maintain appropriate facilities, possess PKI client-side authentication capabilities, and comply with DFARS regulations regarding counterfeit electronic parts and government property management.
