Market Survey for E3 Services Support of C6ISR Systems

The Naval Information Warfare Center, Atlantic (NIWC Atlantic) is conducting a market survey for a contract to provide Electromagnetic Environmental Effects (E3) Test, Evaluation, Training, and Range Services in support of C6ISR Systems. The anticipated scope of work includes testing electromagnetic radiation and spectrum effects, supporting the TEMPEST Program and Protected Distribution Systems inspections, and performing environmental testing such as shock, vibration, altitude, and temperature/humidity. The effort is aligned with the Navy's Information Dominance Roadmap for Electromagnetic Spectrum Usage and the Secretary of Defense's Electromagnetic Spectrum Superiority Strategy. The primary place of performance is at NIWC Atlantic, with potential travel to various CONUS and OCONUS locations. The government anticipates a five-year ordering period with an estimated value between 10 million and 50 million dollars, utilizing approximately 15 full-time equivalents per year. The contract is expected to be a firm-fixed price type for labor and calibration, with cost-reimbursement for materials and travel. Key requirements include adherence to IEEE 149 antenna test procedures, strict cybersecurity compliance, and the use of the DoD Wide Area Work Flow for invoicing. Contractors must maintain appropriate facilities, possess PKI client-side authentication capabilities, and comply with DFARS regulations regarding counterfeit electronic parts and government property management.
