The purpose of this RFI is to obtain information about the capability and availability of acquiring or hiring for service, commercial, and/or university-affiliated vessels to provide support to NOAA's charting and surveying, and ocean exploration programs. NOAA is soliciting responses for chartering services, ship(s) for lease or purchase, or ship lease with crew provided by the respondent. This information may be used to evaluate means of mitigating possible gaps in capability due to anticipated future retirement of existing NOAA ships as they reach the end of their useful service life. NOAA requests respondents describe their ability to fulfill the specified mission activities. Another purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether you are small businesses; HUBZone small businesses; service-disabled veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) your size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The NAICS for this proposed acquisition is 541370 Surveying and Mapping (except Geophysical) Services. The Small Business Size Standard is $15M. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
