AI Contract Overview
Argonne National Laboratory is seeking industry input through a Request for Information to explore outsourcing both administrative records management and AutoCAD drawing support services for its Infrastructure Document Control Center. The IDCC currently manages construction, capital, maintenance, and renovation records across the Lab’s campus but lacks dedicated in-house CAD personnel to handle drawing updates, as-built production, and redline incorporation. The scope encompasses end-to-end project lifecycle support including project identification and intake with standardized metadata capture, closeout coordination using checklists, managing the separation of active working files from published repository records, and maintaining version-controlled, auditable histories of all record actions. CAD services require strict compliance with ANL’s technical standards for file naming, layer structure, title blocks, and packaging, with all deliverables needing to be provided in both native .dwg and PDF formats. The contractor must ensure audit readiness, implement robust quality assurance processes with tracked deficiency metrics, safeguard official final records from unauthorized changes, and support formal closeout reviews before publication to the ANL shared repository. All engineering review, acceptance, and record release authority remains solely with Argonne National Laboratory. Responses to this RFI are nonbinding and are strictly for market research to inform a future solicitation, with an anticipated Request for Proposal issued no later than September 30, 2026. The procuring entity is Argonne National Laboratory under the U.S. Department of Energy, located in Lemont, Illinois, with a NAICS code of 541990 and no set-aside provisions. While no contract value or pricing structure is defined at this stage, respondents are asked to provide rough order-of-magnitude budget estimates and estimated mobilization timelines for both administrative and CAD services. The response deadline is July 3, 2026, and points of contact for inquiries are Maggie Casali and Jackie Arriaga. This initiative aims to address growing demand for accurate, efficient, and compliant documentation management by evaluating external providers capable of meeting ANL’s rigorous technical and procedural standards.

Full Description
Argonne National Laboratory (ANL) operates an Infrastructure Document Control Center (IDCC) that is responsible for managing construction and facilities engineering records across the full project lifecycle. The IDCC currently supports a wide range of infrastructure, capital, maintenance, renovation, and facilities engineering projects on the ANL campus.
ANL currently does not have a dedicated CAD designer or engineer on staff within the IDCC to support drawing updates, as-built production, and redline incorporation. As the volume of project closeouts and drawing update requests continues, ANL is exploring the potential to outsource both the administrative records management function and the AutoCAD drawing update and maintenance function to a qualified external provider.
This RFI is issued to gather information from industry to help ANL evaluate the availability of qualified service providers, understand current industry capabilities and best practices, and inform the development of a future solicitation.
