USCG Response Boat Small Third Generation (RB-S III)
Solicitation # 70Z02326R93250001
The United States Coast Guard is soliciting proposals for the Response Boat Small Third Generation (RB-S III) program to recapitalize its aging fleet of 29-foot RB-S II platforms. This total small business set-aside acquisition is a commercial Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract utilizing a combination of Firm-Fixed-Price and Fixed Price with Economic Price Adjustment CLINs. The scope includes the design, production, testing, and delivery of up to 410 boats and associated purpose-built trailers, along with logistics support, technical documentation, and crew familiarization. The anticipated ordering period is ten years, consisting of a two-year base period and an eight-year option period. The procurement employs a two-phase competitive down-select process. In Phase I, the government will evaluate written proposals based on mission effectiveness, production and management, and price to select up to four IDIQ contractors. Each selected offeror will receive an initial delivery order to build one demonstrator boat and trailer. In Phase II, these contractors will participate in a 90-day in-water demonstration to evaluate performance. Following this independent evaluation, one contractor will be selected to receive all subsequent production delivery orders. Phase I proposals are due by 1400 Eastern Time on November 13, 2026, and must be submitted electronically via the DoD Secure Access File Exchange.

CONNECTOR,THRU-HULL
Solicitation # N0010426QFF51
Solicitation N00104-26-Q-FF51, issued by NAVSUP Weapon Systems Support, is for the procurement of a Thru-Hull Connector (NSN 2040-01-408-2691). This item is designated as Level I Special Emphasis material because it is used in crucial shipboard systems where failure could result in serious personnel injury, loss of life, or the loss of the vessel. Due to this criticality, the contract mandates rigorous quality control, including First Article Testing and a zero-defect lot acceptance policy. The hardware must be manufactured according to CPG 1025 specifications, utilizing QQ-N-286 material for the body, nut, and washers, with strict prohibitions against the use of molybdenum disulfide thread lubricants and mercury. The contractor is required to provide extensive objective quality evidence, including quantitative chemical and mechanical analyses, non-destructive testing, and hardness tests. All certification data and test results must be submitted via Wide Area Workflow for review and acceptance by the Portsmouth Naval Shipyard prior to shipment. Additionally, any required welding or brazing must follow specific Navy standards, with procedures and qualification data approved by the government in advance. Award will be made to a single responsible offeror based on a determination of the most advantageous offer, with past performance weighted more heavily than price.

17 Mar 2020 Updates: Publishing responses to questions received and revised draft specification language. If you have additional questions please email CG-9123BoatBuy@uscg.mil. 27 Nov 2019 Updates: Published interface videos as attachments 4-9 to this RFI and added a copy of the report "USCG Safe Operating Envelope Full-Scale Trials Results" (attachment 10) which describes the safe operating envelope determined for the fourth generation Over-the-Horizon cutter boat and second generation Long Range Interceptor. Finally, replaced attachment 3 which now includes additional requested information in section C. ------------------------------------------------------------------------------------------------------------ The United States Coast Guard (USCG) is seeking potential offerors interested in and capable of manufacturing and delivering Fifth Generation Cutter Boats Over-the-Horizon (CB-OTH V) that will deploy from USCG parent cutters (ships) such as the Polar Security Cutter, National Security Cutter, Offshore Patrol Cutter and Fast Response Cutter class vessels in primary support of Ports, Waterways and Coastal Security; Search and Rescue; Drug Interdiction; Alien Migrant Interdiction Operations; Living Marine Resources; Other Law Enforcement; and Defense Readiness missions. The CB-OTH V will also be capable of transporting Rescue and Assistance equipment when used as a Search and Rescue platform. The CB-OTH V will remain a multi-mission asset. Parent cutters may employ the CB-OTH V at sea anywhere in the world, day and night, in varying sea and weather conditions. The planned acquisition strategy for the CB-OTH V is a two phase approach: - Phase 1 will involve a source selection based on evaluation of written proposals. The USCG will select up to four Offerors for award of an IDIQ contract, with the intent to award 1 boat (the minimum) to be used in Phase 2. Each IDIQ will have a minimum purchase of 1 boat with a total quantity of approximately 200 over an expected 10 year period of performance. - Phase 2 will involve demonstration of the delivered boats against the contract requirements and validation of the findings from Phase 1. The final Technical Evaluation will be used in a Trade-Off analysis resulting in selection of a single contractor as the best value to the USCG. Respondents interested in providing a response to this RFI should carefully read the attached draft Specification and submit information which clearly describes the following: A. Provide comments and suggested changes to the draft Specification and associated documents. B. Address the questions in the excel attachment. Please feel free to provide comments, questions and/or recommendations as you deem appropriate. Please be aware that the USCG intends to have support contractors assist with the USCG's review of the information submitted. If, in your response, you are submitting proprietary data please contact the Contracting Officer ahead of the response date if you wish to enter into a nondisclosure agreement (NDA) with the USCG's support contractor. Please ensure your proprietary data, if submitted, is marked accordingly. Please submit RFI responses to CG-9123boatbuy@uscg.mil by the response date. The USCG Boat Acquisition Program will provide a short presentation as part of the USCG Boat Program Acquisition's - Think Tank' Presentation at the International WorkBoat Show in New Orleans, Louisiana, from 10:00-11:00 AM on Friday, December 06, 2019.
