The Weapon System Management Information System (WSMIS) Program Management Office (PMO), AFLCMC/HIAR, at Wright-Patterson AFB, OH, is seeking sources to provide maintenance and sustainment of the WSMIS system. WSMIS contributes to the AF mission by providing standard automated decision support and operational support tools that compute and assess wartime requirements and provide the capability to view impacts of logistic resources on wartime capabilities. WSMIS assesses the logistics "health" and capability of weapon systems to meet wartime tasking(s) as dictated by contingency plans. WSMIS also enhances the management of spare acquisition parts inventory and maintenance requirements by weapon system; by forecasting future needs, providing visibility into the depot repair processes and providing supply chain tracking capabilities. WSMIS provides real-time or near real-time responsiveness for accurate assessment and requirements planning. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force (AF) is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it is anticipated that it will be solicited as a FAR 16.505(b)(1) Fair Opportunity Award on the NETCENTS-2 Portal http://www.netcents.af.mil/. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Contractors responding to the RFI shall submit the following information by 3:00 PM (EST) on 22 September 2017. Responses should be sent to Contracting Officer, Mr. Andrew McMullen, at andrew.mcmullen.1@us.af.mil, and a courtesy copy to Contract Specialist, Ms. Karissa Porter, at karissa.porter@us.af.mil.

Department of the Air Force Program Business and Enterprise Systems (BES) Commercial Solutions Opening (CSO)
Solicitation # FA8771-26-S-C0001
The Department of the Air Force Program Business and Enterprise Systems (BES) has established a multi-year framework via Commercial Solutions Opening (CSO) FA8771-26-S-C0001 to acquire innovative Commercial-Off-The-Shelf (COTS) IT and business solutions. This umbrella solicitation serves as an administrative framework rather than a direct request for proposals, with specific opportunities to be announced through individual open or closed Calls for Proposals published as amendments until March 2, 2030. Awards may be executed as FAR-based contracts or Other Transaction Agreements (OTAs) under 10 USC 2371b. The scope focuses on several key areas, including artificial intelligence, agile methodology, automation, scalability, security, and the reduction of total lifecycle costs of ownership. Eligible participants include traditional and non-traditional defense contractors, research institutions, and both large and small businesses. All offerors must maintain active registration in the System for Award Management (SAM). Evaluation of proposals will be based on the merit of the proposed concept in addressing specific Areas of Interest, focusing on technical soundness, commercial innovation, and price reasonableness, with funds availability serving as a mandatory pass/fail gate. The framework allows for iterative prototyping and the potential for follow-on production contracts, which may be negotiated with or without further competition. While the general framework is open, specific set-asides for small businesses will be determined at the individual call level.
