The State of Alaska's Departments of Family and Community Services and Health are seeking innovative solutions to address the needs of highly complex youth with intellectual, developmental, and mental health challenges who are often placed in restrictive care environments such as psychiatric hospitals, juvenile justice facilities, or residential treatment centers. Recognizing the difficulty in transitioning these youth back into community settings after treatment, the state is exploring the development of a small, home-like residential program designed to support between one and four youths for periods ranging from six months to four years. This pilot initiative aims to provide a less restrictive, more supportive environment that facilitates safe reintegration into the community or prevents unnecessary admissions to higher-level care. Interested providers are invited to submit responses by June 21, 2024, outlining their capacity to deliver the required services, supports, funding, and training necessary for this project. The initiative seeks to establish a model that can effectively support youth transitioning from hospital-based, juvenile justice, or residential treatment settings, ultimately promoting stability and improved outcomes for this vulnerable population. The contract is valued between $500,000 and $2,000,000, with the Alaska Department of Family and Community Services overseeing the process. The program represents a strategic effort to enhance community-based care options and reduce reliance on restrictive placements for Alaska’s most complex youth.

Full Description

The State of Alaska's Departments of Family and Community Services (DFCS) and Health (DOH) have identified a service gap for our most complex youth, who often have intellectual and developmental disabilities, co-occurring mental health disorders, and challenging behaviors. These youth frequently are placed in high-level care settings like acute psychiatric care, juvenile justice facilities, or residential psychiatric treatment centers (RPTCs). However, upon reaching treatment goals, they face limited discharge options, leading to prolonged stays in unnecessarily restrictive environments. This Request for Information (RFI) explores the establishment of an enhanced residential setting to support youth transitioning from or avoiding more restrictive facilities. The objective of this RFI (see attached) is to identify the necessary supports, funding, and training to create a small, home-like setting for 1-4 individuals, offering support for periods ranging from six months to four years based on youth needs. This setting aims to facilitate youth transitioning from higher levels of care or prevent their admission to such facilities altogether. Alaska aims to pilot a program that transitions youth from hospital-based, juvenile justice, or residential treatment settings back into community-based environments, fostering safe reintegration.Interested parties who believe they can provide the services described in this RFI must submit their response in writing by June 21st, 2024 to the following person:Brianne Oswald, OTD, OTR/LDeputy Director of Complex Case Systems Department of Family and Community Services- Commissioner’s Office Office: +1 (555) 000-0000 Work Cell: +1 (555) 000-0000 Email: contact@example.gov
