Platform One Solutions Marketplace (P1SM)/Commercial Solutions Opening (CSO)Platform One Solutions Marketplace (P1SM) is an ongoing, long-term open call initiated by the Department of the Air Force under the Department of Defense to rapidly identify and acquire innovative, secure software, hardware, or service solutions that support DoD’s software modernization objectives. The marketplace functions as a digital platform enabling submitters—both US and foreign entities—to propose novel technologies or approaches that address capability gaps, enhance resiliency, and accelerate the delivery of secure software at the “speed of relevance.” The initiative emphasizes innovation broadly defined, encompassing new or novel applications of technology, processes, or methods as of the submission date. Submissions must be unclassified and non-proprietary, accompanied by a video pitch rather than traditional written proposals, and are evaluated on criteria such as technical feasibility, DoD operational impact, problem significance, and differentiation to determine awardability. The marketplace serves as a curated catalog of solutions available through rapid acquisition pathways, intended to streamline government identification and procurement of cutting-edge capabilities without guaranteeing awards upon listing. Participation involves monthly submission cycles ending at noon EST on the last day of each month, spanning from September 23, 2024, through December 29, 2026. Evaluation employs a weighted scoring rubric that prioritizes enabling technologies (35%), DoD impact (15%), problem definition (10%), differentiation, and business model viability among others, with award decisions made through a best-value trade-off process. The contracting mechanism relies on statutory authorities and federal acquisition regulations but does not specify conventional contract types or pricing details upfront. Awardable solutions remain listed for 24 months, available to government customers who must independently assess price fairness before awarding contracts. Assessors, drawn from government, industry, and academia, operate under strict organizational conflict of interest policies, ethics training, and nondisclosure agreements to ensure impartiality. The initiative requires submitters to disclose business size, unique entity identifiers, facility clearance status, and nontraditional defense contractor status, which are verified against SAM.gov records. Overall, P1SM provides a streamlined, innovative procurement approach designed to accelerate DoD’s adoption of resilient software solutions critical to maintaining agile and technologically advanced defense capabilities.

The U.S. Army Corps of Engineers (USACE) has issued a Request for Information (RFI) aimed at gathering input from industry to improve the format and content of sources sought notices used in procurement, particularly focusing on construction and related services such as dredging, architecture and engineering, environmental services, remediation, and manufacturing. This RFI is purely informational and does not constitute a solicitation or a commitment to award a contract. It seeks feedback to help create a standardized, clear, and comprehensive sources sought notice template to be used consistently across USACE districts and centers, enhancing communication and decision-making efficiency for both the government and industry partners. Responses to this RFI will help USACE refine the details included in future sources sought notices, ensuring companies receive the necessary information to respond appropriately. The RFI includes two separate surveys: one capturing a general summary overview of sources sought notices and another focusing on specific project narratives, with attached reference documents to guide respondents. The information collected will enable USACE to streamline its procurement notices, fostering better engagement with industry while not incurring any obligation to reimburse costs for the responses submitted. The RFI was posted on May 12, 2026, with a response deadline of May 21, 2026, and is identified under solicitation number USACE-2026-SN-3.

1. Introduction

This is a Request for Information (RFI) only. This RFI is not a solicitation and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. Responses will not be considered proposals, and no award will be made because of this request. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding are solely at the interested party's expense, and all submissions become Government property and will not be returned.

The U.S. Army Corps of Engineers (USACE) is seeking information from industry to help generate a standardized sources sought notice for construction projects.  Although our primary focus is currently the construction sector, we are seeking from all service areas, to include dredging, architect and engineering, environmental services, remediation services and manufacturing.

2. Background

USACE, working with our strategic partners, are continuing to seek better ways we can communicate the requirement need when issuing sources sought notices with industry.

3. Purpose

The purpose of this RFI is to gather market research from our industry partners. The feedback received will help USACE ensure future sources sought notices contain the necessary details for companies to make an informed response decision. Ultimately, our goal is to use this input to develop a consistent, well-written, and effectively formatted template for use across all districts and centers, thereby improving efficiency for both government and industry.

4. Requested Information

There are 2 different surveys:

a.  Sources Sought Notice - General Summary (Items 1 through 3)

b.  Sources Sought Notice – Specific Project Narrative (Part A through Part F2).

See attached documents.  Review these documents when responding to the surveys.
