Platform One Solutions Marketplace (P1SM)/Commercial Solutions Opening (CSO)

The Platform One Solutions Marketplace (P1SM) is a long-term, open-call initiative led by the Department of the Air Force under the Department of Defense to accelerate the discovery, assessment, and integration of innovative hardware, software, and service solutions that enhance the delivery of secure, resilient software capabilities at the speed of relevance. Solicited through FA8307-24-S-C001 and accessible via the digital portal at p1.dso.mil/marketplace, the program invites submissions from U.S. and foreign entities on a continuous basis through monthly windows spanning from September 23, 2024, to December 29, 2026. Proposals must be submitted as a video presentation and accompanying digital form, with no physical materials accepted. Solutions must align with DoD’s Software Modernization Strategy, address critical capability gaps in areas such as DevSecOps, cloud operations, and cybersecurity—including hardened containers—and comply with federal acquisition regulations under FAR/DFARS Part 35 and DFARS Subpart 212.70. All submissions must be unclassified, devoid of Controlled Unclassified Information, export-controlled data, or proprietary markings beyond a standard copyright notice. Evaluation is based on a trade-off approach using weighted criteria including enabling technologies (35%), operational impact (15%), potential scale of impact (15%), problem definition (10%), differentiation, business model validation, and pitch quality. Solutions are reviewed by a peer panel of government, industry, and academic experts and rated as awardable or non-awardable; there is no LPTA basis, and pricing is not submitted as a line item but described at a high level as part of business model validation. Awarded solutions are published in the marketplace for a 24-month period and may be leveraged through rapid acquisition pathways under statutory authorities such as 10 USC 4021 and 4022. Offerors must hold a Unique Entity ID and self-certify their small or large business size status consistent with SAM.gov. Assessors are subject to strict organizational conflict of interest rules, ethics training, and nondisclosure agreements, while submitters must disclose facility clearance, foreign ownership, and FEDRAMP status for informational purposes only. The program is designed to foster innovation through streamlined, transparent, and agile contracting devoid of traditional paperwork, enabling the DoD to rapidly adopt cutting-edge technologies from a diverse global pool of innovators.
