AI Contract Overview
Platform One Solutions Marketplace (P1SM) is an ongoing, long-term open call initiated by the Department of the Air Force under the Department of Defense to rapidly identify and acquire innovative, secure software, hardware, or service solutions that support DoD’s software modernization objectives. The marketplace functions as a digital platform enabling submitters—both US and foreign entities—to propose novel technologies or approaches that address capability gaps, enhance resiliency, and accelerate the delivery of secure software at the “speed of relevance.” The initiative emphasizes innovation broadly defined, encompassing new or novel applications of technology, processes, or methods as of the submission date. Submissions must be unclassified and non-proprietary, accompanied by a video pitch rather than traditional written proposals, and are evaluated on criteria such as technical feasibility, DoD operational impact, problem significance, and differentiation to determine awardability. The marketplace serves as a curated catalog of solutions available through rapid acquisition pathways, intended to streamline government identification and procurement of cutting-edge capabilities without guaranteeing awards upon listing. Participation involves monthly submission cycles ending at noon EST on the last day of each month, spanning from September 23, 2024, through December 29, 2026. Evaluation employs a weighted scoring rubric that prioritizes enabling technologies (35%), DoD impact (15%), problem definition (10%), differentiation, and business model viability among others, with award decisions made through a best-value trade-off process. The contracting mechanism relies on statutory authorities and federal acquisition regulations but does not specify conventional contract types or pricing details upfront. Awardable solutions remain listed for 24 months, available to government customers who must independently assess price fairness before awarding contracts. Assessors, drawn from government, industry, and academia, operate under strict organizational conflict of interest policies, ethics training, and nondisclosure agreements to ensure impartiality. The initiative requires submitters to disclose business size, unique entity identifiers, facility clearance status, and nontraditional defense contractor status, which are verified against SAM.gov records. Overall, P1SM provides a streamlined, innovative procurement approach designed to accelerate DoD’s adoption of resilient software solutions critical to maintaining agile and technologically advanced defense capabilities.
