AI Contract Overview
The U.S. Government, through the National Institutes of Health's National Institute on Deafness and Other Communication Disorders, intends to award a sole-source task order under the GSA Multiple Award Schedule 47QRAA19D00D7 to Rose Li and Associates, Inc. for the acquisition of a secure shared portal to manage confidential data and provide administrative support for the Data and Safety Monitoring Board. This action is justified under FAR Subpart 13.106-1(b) as a non-competitive procurement using Simplified Acquisition Procedures, relying on the contractor’s existing relationship and proven performance in supporting NIH’s data and safety monitoring functions. The contractor will be responsible for operating a secure electronic platform for unblinded clinical trial data, managing conflict of interest certifications, coordinating one virtual DSMB meeting annually, preparing and distributing meeting materials, producing summary reports, and disbursing honoraria of $200 per meeting day to non-Federal board members. The anticipated performance period extends from September 2, 2026, through September 1, 2028, if all option periods are exercised, with all work conducted remotely via SharePoint and Microsoft Teams from the contractor’s location in Bethesda, Maryland, and in support of activities centered in Rockville, Maryland. The acquisition is classified under NAICS code 541611, with a size standard of $24.5 million in annual receipts, and no set-aside has been designated. There is no competitive solicitation, and interested parties may submit a written Statement of Capabilities within five days of the notice’s publication to demonstrate their ability to meet the requirement, though the government retains full discretion over whether to open the acquisition to competition. No pricing details, contract value, or formal FAR clauses are included in the notice, as this is a pre-award notice intended to provide opportunity for public feedback prior to finalizing the sole-source award. The contracting officer’s representative, Rita Davis, serves as the point of contact for all inquiries and submissions, with performance oversight and acceptance handled by NIH/NIDCD personnel in Rockville and Washington, DC. No physical delivery, packaging, or security clearance requirements are applicable; all deliverables are electronic and must comply with NIH’s data and safety monitoring policies governing the confidentiality and integrity of sensitive clinical trial information.
