This Request for Information seeks input to assist the U.S. Air Force in planning the installation of the Air Force Tactical Receiver System-Ruggedized (AFTRS-R) on EC-130J Commando Solo and Super J aircraft. The AFTRS-R is designed to receive and decrypt tactical data from Integrated Broadcast Service networks (IBS-S and IBS-I), which deliver critical near real-time intelligence, enhancing threat awareness, force protection, situational awareness, and target acquisition. This system will replace the existing Commanders Tactical Terminal/Hybrid Receiver currently in use on the EC-130J. The AFTRS-R hardware will be provided as Government Furnished Equipment, while the requested services include the management and execution of system design, development of engineering drawings, manufacturing, and installation of the AFTRS-R on the specified aircraft. The Air Force is particularly interested in vendors’ capabilities regarding experience with C-130 aircraft modifications including design and installations, development of technical orders, and preparation of engineering documentation such as drawings, structural analyses, and test procedures. Familiarity with MIL-HDBK-516 for airworthiness certification and capability in aircraft modification program management are also key areas of interest. This RFI is for market research purposes only and does not constitute a solicitation or contractual offer. Vendors are encouraged to submit questions and provide information about their relevant expertise by the closing date of March 31, 2011.
