Request for Information for Artificial Intelligence Legal Research

The Department of Justice is conducting market research under FAR Part 10 to identify commercially available, AI-enabled legal technology solutions to support legal research, document review, drafting, summarization, and knowledge management. The agency is specifically seeking SaaS solutions, preferably available through Government-wide contract vehicles such as the GSA Multiple Award Schedule. The objective is to evaluate platforms capable of autonomous task execution, bulk analysis of at least 5,000 synthetic documents within 60 minutes, and seamless integration with Microsoft 365 and existing document management systems like iManage or SharePoint. Potential evaluations will involve a pilot cohort of 20 to 30 users utilizing only unclassified synthetic or public data to ensure security. Success criteria for these evaluations include a 70 percent attorney adoption rate, 80 percent task accuracy, and 65 percent user satisfaction. While this RFI is for research purposes and not a solicitation for award, any future production contract will require FedRAMP Moderate or High authorization. Respondents must provide a capability matrix, a draft evaluation plan, non-binding pricing estimates, and evidence of US-based data residency and strict AI model training prohibitions.
