Request for Information: Giant Voice Enhancement Hill AFB

The U.S. Air Force is seeking industry input through a Sources Sought Announcement to identify qualified vendors capable of delivering a turn-key enhancement to the existing SiRcom Giant Voice emergency mass notification system at Hill Air Force Base, Utah. The project requires the integration of new hardware including four 16-horn speaker stacks, one Motorola repeater, and a single horn at each entry gate, all using exclusively SiRcom-branded equipment for the voice system and Motorola radios/repeaters. All hardware must be housed in environmentally sealed, securable enclosures with integrated locking systems and intrusion detection linked to the Command Post and 75 ABW/SCOIR office. Solar-powered trickle chargers must be installed for each new speaker stack. The system software must be open architecture with real-time, independent health monitoring and diagnostic reporting directly from each stack to the primary controller, with proprietary or closed-loop software explicitly prohibited. The contractor must provide a comprehensive project plan, detailed installation schedule, equipment manuals, a final test and acceptance plan, and as-built drawings upon completion. The anticipated contract will be a Firm-Fixed Price with CLINs, and the base period of performance is expected to be one year. Responses must be submitted via email by 1400 MST on June 11, 2026, and are limited to five pages of unclassified technical capabilities statements. Offerors must include business name, address, representative details, CAGE and UEI numbers, business size and small business status, and demonstrate experience with similar government or commercial projects within the last three years. Proposed contractual structures and CLIN arrangements are requested, along with identification of any teaming arrangements or joint ventures. Responses must also assess potential performance, schedule, or cost risks. The government will not reimburse any costs associated with submission.
