AI Contract Overview
USTRANSCOM is conducting a market research effort through a Request for Information (RFI) titled TRANSCOM26W002 to explore industry capabilities for scheduled fuel barge transportation services in the Gulf Region and Lower Mississippi River. The initiative seeks information on existing market solutions, vessel availability, and operational readiness to inform future acquisition planning for the transport of Department of Defense-owned bulk fuels including Jet A, JP5, and F76. The RFI is not a solicitation for proposals or a commitment to award a contract, and responses will be used solely for internal market analysis to shape future procurement strategies, particularly regarding small business participation and acquisition structure. Responses are due by May 7, 2026, and must be submitted electronically to designated points of contact at Scott AFB, Illinois. The anticipated future contract is expected to include a five-year base period beginning April 1, 2027, with three dedicated inland tank barge tows and one on-call tow, requiring 24/7 operational availability, USCG-certified tankermen on board, and full contractor liability for cargo loss or damage with mandatory cargo insurance equal to the full value of transported fuel. The performance area spans key Gulf Coast and riverine ports listed in the associated Performance Work Statement, with inspection and acceptance occurring at loading points prior to transit. While the current document does not include formal contract clauses, pricing details, evaluation factors, or packaging specifications, it outlines industry expectations around vessel specifications, prior experience, commercial readiness, and risk allocation. Contractors must provide their UEI and CAGE codes and disclose size status under NAICS 483211 along with any applicable socioeconomic certifications. The government is also considering potential inclusion of Goldline, Jennings, LA as a load port, pending infrastructure compatibility. No security clearances are required, and no formal invoicing, payment, or accounting details are provided at this stage—these will be finalized in a subsequent RFP anticipated to use a Lowest Price Technically Acceptable (LPTA) source selection methodology based on past practice and current operational demands.
