Request for Information: HCM Services and Solutions

The City of Cambridge has issued a Request for Information (RFI) to conduct market research regarding Enterprise Resource Planning (ERP) and Human Capital Management (HCM) services and solutions. The primary objective is to assess current vendor capabilities and marketplace solutions to determine if a new integrated system can improve efficiencies across the City and Schools, which currently utilize several disparate systems. The scope of the research covers critical functional areas including HR, payroll, financial reporting, budgeting, applicant tracking, and time and attendance. Key technical requirements include support for complex public safety payroll rules, API support, single sign-on, role-based security, and strict compliance with ADA accessibility standards such as WCAG 2.1 Level AA. Additionally, the system must facilitate regulatory reporting for EEOC, OSHA, Department of Labor, FLSA, FMLA, IRS, and ACA mandates. This RFI is strictly for planning and market research purposes and does not constitute a formal solicitation for quotes, an invitation for bids, or a contract offer; no contract will be executed as a result of this request. To assist in budget planning, the City has requested that respondents complete a technical questionnaire using a Fit/Gap/Roadmap scale and a pricing questionnaire providing non-binding low and high cost estimates in $10,000 increments. These estimates should cover one-time costs such as licensing, professional services, and data conversion, as well as recurring costs like SaaS fees, maintenance, and hosting. Responses are due by October 8, 2026, and all submitted information will be considered public record under the Commonwealth’s Public Records Law.
