Broward County's Purchasing Division has issued a Request for Information (RFI) and a Notice of Intent to Designate a Sole Source or Sole Brand for a financial institution capable of supporting a dedicated full-time loan officer. This officer will engage with local communities to promote affordable, sustainable financing options focused on energy efficiency, renewable energy, and climate resilience, particularly targeting low- and moderate-income neighborhoods. The services include hosting community events, building partnerships, assisting residents in accessing federal incentives, and developing a network of reliable contractors to facilitate green projects. The selected institution must be certified as a Non-Profit Green Bank and a U.S. Treasury Department Community Development Financial Institution, and should demonstrate the ability to serve under-banked and unbanked populations through micro-loans and other financial products. The purpose of this RFI is to identify whether other qualified vendors can meet or exceed the specified requirements, with interested parties required to submit detailed documentation and product literature through the designated platform. The County’s Director of Purchasing will evaluate all responses to determine if there are alternative sources capable of providing comparable services or products, with the decision final and not subject to protest or appeal. Vendors are encouraged to submit questions by the specified deadline, and all responses will be reviewed to establish whether a sole source designation is appropriate based on the demonstrated qualifications and capabilities.
