Request for Information/Market Survey for Non-Rotating Antennas to Support NAS Modernization and On-Going BNATCS Efforts

The Federal Aviation Administration is conducting a Market Survey/Request for Information (RFI Number 697DCK-26-RFI-Non-Rotating Antennas) to gather industry input on commercially available and emerging non-rotating antenna technologies supporting the Brand New Air Traffic Control System (BNATCS) initiative and modernization of the National Airspace System. This initiative aims to replace legacy rotating antenna systems—including integrated non-cooperative-only and cooperative-only surveillance configurations—by eliminating mechanical components such as rotary joints, motors, slip rings, and drive assemblies, with the goal of improving system reliability, sustainment costs, detection performance, spectrum efficiency, operational availability, and multi-domain surveillance capabilities. Respondents must demonstrate capability with non-rotating antenna systems meeting a minimum Technology Readiness Level of 3 and Manufacturing Readiness Level of 4, operating within L-Band (1030 MHz, 1090 MHz), S-Band (2700–2900 MHz), and UAT-978 MHz (ADS-B) frequency ranges. The survey also seeks input on the potential to eliminate radomes in certain NAS areas. Submissions are due no later than 3:00 PM ET on May 29, 2026, and must be sent via email to Jackson.T.LeMay@faa.gov and Kristin.T.Frantz@faa.gov. All responses must be in PDF format, not exceed five pages total, use Times New Roman 12-point font (10-point for footnotes), and adhere to standard 8.5" x 11" margins. The main document must be named “Market Survey Response – [RESPONDENT COMPANY NAME]” and include Attachment 2, the Comment and Question Matrix, labeled accordingly. Company background is limited to one page, and clarifying questions, assumptions, or concerns may be included as an appendix without counting toward the page limit. All proprietary information must be clearly marked as PROPRIETARY. The Government will not pay for responses or reimburse any costs incurred, will not respond to inquiries, and explicitly states this is not a Request for Proposal nor a binding commitment for future acquisition. The NAICS code is 334511, no set-aside is applicable, and FAR provisions cited on SAM.gov do not govern this action as the FAA operates under its own Acquisition Management System policies.
