Bingo Fuel State Alert for F-5 Aircraft

The Naval Air Systems Command is conducting market research through a sources sought announcement for a Bingo Fuel State Alert system to be installed on F-5N and F-5F aircraft, aiming to replace the current unreliable low-fuel warning that activates only when fuel drops below 350–410 pounds, a condition deemed unsafe for mission operations. The system must allow aircrew to configure and adjust custom fuel alert thresholds, known as Bingo or Joker alerts, in 100-pound increments across a 0 to 2,500-pound range, using capacitance signals from dual fuel probes and displaying values via dual pointers on the existing instrument panel. The solution must integrate seamlessly with the current fuel quantity indicator, Part Number 14-64900-9, maintaining or reducing its size and weight while enabling easy adjustment via a rotating or push knob. External fuel tanks must be accounted for by routing their contents through the right pointer. The contractor is expected to provide a complete technical solution including non-recurring engineering development, COTS adaptation, airworthiness qualification data, an installation plan, and comprehensive schedules covering development, testing, integration, and follow-on production. The period of performance for NRE work is anticipated not to exceed eighteen months from contract award. Respondents must submit capability statements electronically in PDF or Microsoft Word format no later than June 8, 2026, to the designated point of contacts, ensuring the submission does not exceed ten single-spaced pages with a minimum twelve-point font and excludes classified material. Offerors are required to disclose their business size status under NAICS code 334511 with a 1,350-employee size standard, including CAGE code, DUNS number, office locations, annual revenue history, and employee count. They must also certify their socioeconomic status if claiming small business, 8(a), HUBZone, WOSB, EDWOSB, VOSB, or SDVOSB designation, and demonstrate the capability to perform at least 50% of the contractual work if using subcontractors. All submissions become Government property and must minimize proprietary information.
