The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland, plans to award a new order under an existing Basic Ordering Agreement to provide integrated logistics and engineering support for the AN/ALQ-165 Airborne Self Protection Jammer (ASPJ) System. This effort focuses on sustaining the operational readiness of ASPJ systems currently in use and any future units deployed with Foreign Military Sales customers. The contract will include a base year plus one option year, covering requirements expected from Fiscal Year 2026 through Fiscal Year 2028. This procurement will be handled on a sole source basis, with Complete Logistics Support, Inc. identified as the only responsible source capable of meeting the technical and program management requirements due to their exclusive access to essential technical data. The decision to forego full and open competition is based on statutory authority, as no other suppliers or services can adequately fulfill these needs. Although this notice is not a solicitation or a request for proposal, interested parties may submit responses by June 5, 2026, with evidence demonstrating how competition could benefit future procurements. The primary point of contact for inquiries is Craig Hayden from NAVAIR.
