AI Contract Overview
The U.S. Navy’s Naval Sea Systems Command plans to award a sole-source modification to L3 Harris Technologies, Inc. Kollmorgen Electro-Optical for continued engineering support and hardware systems related to the Low Profile Mast under contract N00024-20-C-6249-P00041. The action is justified under FAR 6.302-1 and 10 U.S.C. 3204(a)(1) because L3 KEO is the sole source capable of providing the specialized technical expertise, design knowledge, and system integration required to support the LPM Type-20 and Type-24 systems, with no alternative vendors able to meet the Navy’s operational needs within the required timeframe. The scope includes ongoing design, testing, and delivery support to ensure mission readiness for the Fleet. The procurement is non-competitive and not open for bid, though any responsible source may submit a capability statement for consideration, though no guarantee of competition will result. The contract will be performed primarily at L3 KEO’s facility in Northampton, Massachusetts, with oversight managed from the Department of Defense office in Washington Navy Yard, DC. Primary points of contact for inquiries are Eric Dieges and Thomas Adams, and companies seeking subcontracting opportunities must engage directly with L3 KEO. This action follows the statutory requirement to maintain continuity of critical naval hardware systems and prevents capability gaps that would arise from replacing the incumbent developer with an unqualified source.
