273730 Massachusetts Abortion Training Program for Out of State Residents
Solicitation # BD-27-1031-BCHAP-BCH01-134502
The Massachusetts Department of Public Health Bureau of Community Health and Prevention is soliciting grant applications from non-profit hospitals within the Commonwealth to establish reproductive health care and procedural abortion training for out-of-state medical residents. This initiative specifically targets residents from states with restrictive abortion laws, defined as hostile or illegal by the Center for Reproductive Rights. Awarded vendors must implement an application process and deliver training—which can include hands-on patient management, didactic sessions, rotations, or virtual training—by June 30, 2027. Each vendor is expected to train at least one medical resident and must ensure all trainees are supervised by health care providers licensed in Massachusetts. The anticipated contract start date is January 15, 2027, with an initial six-month duration and three optional one-year renewals, extending the final end date to June 30, 2030. The Department intends to award a total of 250,000 dollars to two or three programs, with recommended individual budgets between 83,000 and 125,000 dollars, not to exceed a maximum of 250,000 dollars per program. Evaluation will be based on the vendor's experience, the feasibility of the training plan, the program's ability to address health disparities for underserved populations, the quality of supervision, and cost-effectiveness. Administrative requirements include mandatory electronic funds transfer for payments, monthly monitoring calls with DPH staff, and a final financial reconciliation to return unspent funds. Applicants must submit a proposal of no more than five pages via COMMBUYS by November 20, 2026, including a budget and the CVs of supervising providers. Additionally, all providers must adhere to a zero-tolerance policy for fraud and maintain internal risk management controls.

This RFI shall not be construed as a formal solicitation or an obligation on the part of the government to acquire any product or services. It does not guarantee a subsequent solicitation will be issued. Submission of any information in response to this RFI is completely voluntary, and costs associated with any submission shall not be reimbursed by the Government. Currently, these services are typically procured, when needed, by each facility using; a local base contracting office, other contracting offices at other bases, centralized contracts, and other non-agency contracts. The AFMSCC seeks to develop a long term contract vehicle to satisfy demand by establishing pre-priced labor categories so facilities may place orders as needs arise. By leveraging resources, defining common requirements and specifications, we will simplify the acquisition process and reduce the lead time in the ordering process for the requesting location. There has not been any determination concerning the number, scope and geographic coverage of requirements associated with this area of interest. The AFMSCC seeks to learn from industry the ability of vendors to perform in multiple NAICS in multiple countries. Preliminary research suggests that the scope of the contracts might exceed the capabilities of small business; however, we seek large and small business respondents who are currently conducting business or providing services outside the United States or are interested in doing so. The input will help us ascertain the interest, capability, and capacity of all potential offerors.
