Full Description

The State of Maryland is seeking potential secondary purchasers of excess offshore wind volumes. By September 2025, the State may enter into one or more large power purchase agreements (PPA) with one or more offshore wind (OSW) developers to purchase up to 5 million megawatt-hours (MWH) annually of OSW power. The purchase will provide the State with up to 3.5 million MWHs of additional volumes beyond what the State consumes annually through government operations. Through this RFI, the State is collecting information from interested potential purchasers of the excess offshore wind volumes to help the State develop strategies and contractual agreements to sell the power.It is the State's intention through this RFI to gather information from entities who have an interest in contracting with the State for the excess offshore wind volumes.
