N0016419SNB89 - REQUEST FOR INFORMATION (RFI) - EVALUATION, REPAIR, REFURBISHMENT, UPGRADE, AND PROCUREMENT OF NEW AN/SPS-48 ROTARY COUPLER (DIAMOND/PREMIERE BRAND) - PSC 5810 - NAICS 334419 Issue Date: 13 MAY 2019 - Closing Date: 06 JUNE 2019 - 2:00 PM EDT The Government is issuing this RFI announcement as part of market research to justify the Government position to award a sole source contract for the procurement of supplies for the evaluation, standard and non-standard repair, refurbishment, upgrade and procurement of new manufacture of AN/SPS-48 Rotary Couplers (Diamond/Premiere Brand) from Diamond Antenna and Microwave Corporation. The Government intends to issue a ten (10) year indefinite-delivery/indefinite-quantity, non-competitive, non-commercial solicitation in the second (2) quarter of fiscal year 2020. Naval Surface Warfare Center, Crane Division located at Crane, IN intends to award a sole source contract to Diamond Antenna and Microwave Corporation; 59 Porter Road, Littleton, MA 01460-1479. This effort is anticipated to be conducted on a sole source basis in accordance with statutory authority 10 U.S.C. 3304 (c)(1) as implemented by FAR 6.302-1, only one responsible source or a limited number of responsible sources and no other type of property will satisfy the needs of the agency without substantial duplication of costs to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements due to the testing/validation requirement. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description of support for similar systems and a statement of capability to procure supplies for the evaluation, standard and non-standard repair, refurbishment, upgrade and procurement of new AN/SPS-48 Rotary Coupler (Diamond/Premiere Brand) to mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and/or identify other Government contracts with similar efforts for the Government(s) consideration.
