Synopsis: This notice is published in accordance with FAR 10.002 and 15.201(e) and is a Request for Information (RFI) only in support of market research. 


The Government’s intent is to identify qualified companies capable of providing total system performance responsibilities and support and sustainment services for the Homing All Way Killer (HAWK) Missile Systems, PSC J014, NAICS code 336419.


This is an RFI/SOURCES SOUGHT notice to request information for Government planning purposes only. Responses will assist the government in planning acquisition strategy for a potential future acquisition. The government is not committed to issue a solicitation or award a contract as a result of this announcement. Army Contracting Command – Redstone Arsenal (ACC-RSA) is seeking qualified and capable potential vendors. Since this is an RFI/Sources Sought and not a solicitation for receipt of proposal or quotations, the government does not encourage questions concerning the RFI/Sources Sought.


The Army Contracting Center, Redstone Arsenal, Alabama is issuing an RFI/Sources Sought for Fair Share Sustainment Operations (FSSO) Program and Contract Logistics Services (CLS).  The PWS tasks contractor to provide total system performance responsibility and to provide support / sustainment services to the Security Assistance Management Directorate (SAMD) for the HAWK Missile System. Specifically, this PWS requires support services for logistics, engineering services, material supply, test, product assurance, configuration management, technical documentation, CLS, and other services necessary to perform effort in the areas of supply, maintenance, and field use of the HAWK Missile System and Maintenance Equipment and includes the integration of Sentinel, NASAMS, and SHORAD systems. The Contractor will support the fielded Foreign Military Sales (FMS) and Building Partner Capacity (BPC) partner nations’ HAWK Ground Support Equipment (GSE) and HAWK Missiles, White Sands Missile Range (WSMR) Launch Complex (LC) 32 HAWK Support Center (HSC), WSMR Theater Readiness Monitoring Facility (TRMF) United States Government (USG) Government Owned Contractor Operated (GOCO) facility in White Sands, NM consisting of the HAWK GSE Test Bed and the TRMF support facilities); and the fielded TRMF(s)/Certified Round Assembly Facilities (CRAFs) of FMS and BPC partner nations as funded / as approved by the USG.


This RFI does not include the draft Performance Work Statement (PWS) as it contains Controlled Unclassified Information (CUI).  Interested contractors must formally request a copy via email to the Contracting Officer or Contract Specialist listed below.  The government has discretion for authorizing release of PWS to those deemed qualified so please include a brief qualifications narrative for the HAWK system as stated above.


If your company is interested and can demonstrate the firm’s ability, capability, and responsibility to deliver the services summarized above, we encourage you to respond to this announcement with a statement of your qualifications and capability.

A summary of your company’s expertise in providing Logistic Services SMEs supporting Hawk Missile Systems.


Statements of your firm’s expertise should include reference to relevant contracts performed (including a description of the scope, quantity manufactured, contract number, and point of contact with phone number).


All interested firms and manufacturers, regardless of size, may respond to this request for information. Information submissions can include product literature and illustrations, relevant company background/experience.

Any interested parties must comply with the above. All information received will be used only for planning purposes. It shall not be considered as an Invitation for Bid, Request for Quotation, Request for Proposal (RFP), or as an obligation on the part of the


Government to respond, or to acquire any products or services.


Any response to this RFI will be treated as information only. No entitlement to payment of direct costs or charges by the Government will arise as a result of Contractor submission of responses to this RFI to the Government for use of such information. The information provided may be used by the Army in developing its Acquisition Strategy, Statement of Work/Statement of Objectives or Performance Specifications. Not responding to this RFI does not preclude participation in any future RFP, if issued. If the Government issues a solicitation, it will be synopsized on the System Award Management (SAM.GOV) website. It is the responsibility of any potential offeror to monitor SAM.GOV for additional information pertaining to this requirement
