The Defense Threat Reduction Agency (DTRA) is issuing this Request for Information (RFI) as a Special Notice to solicit feedback from industry on two draft documents:


  1. Draft Commercial Solutions Opening (CSO) Framework: A new procurement vehicle for acquiring innovative commercial items, technologies, and services through a competitive process.

  2. Draft DSMS Call: The initial call to be issued under the new CSO, focused on the modernization of the Defense Stockpile Management System (DSMS).


The purpose of this RFI is to provide an opportunity for industry to review and comment on the proposed CSO and the draft DSMS call before their official release. DTRA is seeking valuable feedback to refine these documents and ensure they are clear, effective, and promote a competitive environment. All interested parties, including traditional and non-traditional defense contractors, and small businesses, are encouraged to participate.


This is an RFI for market research and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract on the basis of this RFI. The Government will not pay for any information or administrative costs incurred in response to this notice. All information submitted in response to this RFI is voluntary.
